Integrity - and the men in the lift

There is a video at the end of this post we really need you to watch
BUT

Before we get back to our proper blogging after a week of heated conversations with an IT support worker- which warrants a post
in its self - we thought we would just demonstrate how two faced  Councillors can be.
We would like to share this as a warning to those areas of the country who are currently fighting cuts in fire and rescue provision. Please learn from our mistakes.

Way back in October 2011 we made our first foray into fighting cuts in fire and rescue, and we learnt very quickly that politicians say one thing and then do another.

Below  is a snapshot of the Inner East Area Committee minutes - where the local Councillors for  the surrounding area assured the public (FCCL included) that they  agreed with the then Station Commander Tony Head,  that Gipton and Stanks Fire Stations  should be saved.

Note :

EIAC strongly opposed the closure of the Gipton and Stanks fire stations and
relocation to one base. Members felt this would undermine the safety, health
and wellbeing of constituents if this led to a reduction in service to the area.
EIAC urged local community representatives to participate in the consultation
and contact their local MP’s. Members thanked Station Commander Head for
his presentation and participation in the frank discussions
RESOLVED

BUT WHAT REALLY HAPPENED WAS THIS ......

Firstly,  it was alleged by a Councillor very publicly  (over a year after the incident) that the Chair of the Fire Authority  Mehboob Khan bullied at least one Councillor into submission. We wrote about it HERE.  and if he bullied one we reckon he bullied more.

SO ......

Ensure your local Councillors are not going to make political decisions behind your back..... pretty much  the night before the decision meeting was to be  held in our case.
( at least one other Councillor from the same party and ward was unaware that  his colleague was going to vote through the closures - we know we have the text message).

Don't just  write it down - VIDEO THEM  - so when they are up for re election you can play it back to show what they said.
AND TELL THEM WHAT YOU ARE GOING TO DO.
(if they don't vote not to close stations etc)

If they are in or affiliated to a trades union - make sure their branch is aware that they are potentially voting through  cuts that affect peoples lives ( and not just financially  - it could kill them). Does a political party trump a trades union ?  - nope it doesn't
( just ask Ed Milliband )

Get them to state in the press, on TV and anywhere else in the public domain they are against the proposals.

And last but most certainly not least  get to know your local FBU officials - they are your allies and also technical advisers
on any campaigns. (although we do reckon ours might be a bit tired of us by now, bless him)

.AND FINALLY  ......

What happened  to our politicians  is  demonstrated perfectly by the video below.....just imagine a lift full of fire officers and a Councillor trying to do what is right.

Instead of doing what was best for the communities they represent  - the Councillors did what they were told by a set of overpaid, self serving fire chiefs on ridiculously high  salaries!

It takes guts to stand up to authority  - we know that for sure.

Timid Councillors + Arrogant Fire Officers = Disaster

It may sound silly  but show your local Councillors this video - it may just  make a difference.

Happy Birthday to Us !

It is an important day for us here at FCCL.
It is a year to the day since we started blogging!

And before we doing anything else we have to say a BIG THANK YOU to the very kind person who sent flowers to Sarah's office this morning. We wrongly assumed  they were from the FBU and tried to say thank you, but apart from a Happy 1st Birthday tag there was no name.  Tomorrow evening we will place them on the Fire Fighters Memorial in Burley, Leeds  in recognition of all the fire fighters who have died carrying out their duties and serving the public without thought for their personal safety but for now they have pride of place in the house.

I think most people know why we started this blog. In December 2011 after fighting hard to try and save both Gipton and Stanks Fire Stations from closure in East Leeds  we read with incredulity the fact that WYFRS were publicly crowing that the IRMP Consultation Proposals pages of their website had had 1,750 hits. We as  the community and indeed the FBU concurred with us, that for 12 weeks of consultation it was pathetic, especially as many WYFRS staff would have taken a peek to see exactly what the website said from their computers at home. FCCL itself had been on the site from at least 5 different IP addresses.

1750 works out at approx  21 hits a day
for an area that has over a million residents!
Pathetic!

So in September 2012 when the next round of cuts consultation was announced, we decided to set up a little experiment to TRY and get 1751 hits to prove to the public how much positive spin WYFRS put on their literature. A little blog with at that time no publicity apart from a few postings in the comments section of the local newspapers.  (we didn't set up our facebook page till later in September).
In the three months of consultation in 2012  the FCCL blog got 41,0001 views.

We would like to share with you some of our vital statistics to date;

102,480 hits as of 7pm this evening.

Wednesday  7th November 2012 was our best ever day with over 5,500 hits which was triggered by retired Firefighter Joe O'Keefe - Morals don't pay the mortgage post

Our Top Three locations are

1. Leeds
2. London (which is indicative of  smart phone usage)
3. Cleckheaton

Our Top Three Service Providers are

1. IP Pools
2. Business static locations
3.Sky

and way down at  No 53  - West Yorkshire Fire and Civil Defence Authority which has visited us 34  times. The last being earlier today (sorry we didn't update the blog in time for you to see).

BUT THE THING WE ARE PROUDEST
 OF IS OUR

BOUNCE RATE  =   14.98%

Most websites expect to get a bounce rate of at least 40% . We have all done it - that "whoops that's not the site we expected"  when you  jump straight off a website because it is the wrong one. A bounce rate of 14.98%   makes us the envy of our friends in the IT world. (and we work in IT remember)  In fact in November 2012 it was less than 6% and even in the wilderness months of January / February  never went past 20%.

FCCL is without a doubt attracting
its' target audience!

Mind you we knew from day two (and only 56 hits) we were onto a winner. But more about that tomorrow when we will tell you about a very unusual phone call from Hannah Stoneman of WYFRS and follow up emails from CFO Pilling.

BUT AS ALWAYS WE WILL LEAVE THE BEST TILL LAST.....

We owe so many people THANK YOU's

David Williams of the West Yorks FBU

and all of the WYFBU  team who have taken a great deal of stick for what we have done.

Andy Killingbeck - retired Gipton Fire fighter  who even though he wasn't and isn't responsible for FCCL has undergone a malicious pension review because of FCCL.

All at South Yorks FBU - and their comrades in Doncaster who made us very welcome.

Joe O'Keefe (retired fire fighter Keighley) who has fought hard to bring the truth into the public domain.

Anthea Orchard - ex WYFRS employee

And perhaps the biggest THANK YOU OF ALL  needs to go to all the people who help us that we cannot ever name.

Without your help this  site would not be as successful
 as it has been.

We look forward to our next 365 days of blogging.

Arson About !!!!

Oh dear, I  have been accused of slacking - by probably the one person who is allowed to tell me off without getting his head ripped off shortly after. So  grovelling apology to Dave from the FBU - i shall get back to my keyboard at once.

I do have a very good excuse though, i have moved house (from very high risk to low risk  area) and now live less than 200 yds from a fire station in West Yorkshire; so if there is to be afirefighters  strike at some point soon at least one FBU picket line will be getting regular deliveries of hot drinks and food. On the understanding i expect the best response times EVER if the house has a fire!!! Well till it's closed, sniff !

Anyway  - way back in March we talked about MORLEY , well that post lead to us doing some more research and we have discovered that Morley like many stations is not having incidents that they attend reported in the WYFRS public incident logs.

Lets demonstrate this with three recent incidents....all house fires
(house fires =  those things that management would have you believe are going down )

20th April 2013  there were two house fires. .......both arson.

One at Askey Avenue LS27 0EG which is a HIGH RISK area  . This incident was a reported arson attack, fire fighters in breathing apparatus attended the fire in the kitchen and although the fire was contained the house was badly smoked damaged.

The same day in Wide Lane, Morley LS27 8BU yet again a HIGH RISK area an outhouse was ignited and the fire spread to the dwelling . This was definitely an arson attack as it was confirmed by the householder it was their  estranged spouse that was involved (the house has already been subject to arson intervention by WYFRS) and we suspect the spouse is even more estranged now!

9th April 2013,  there was yet another house fire  in Springbank Crescent,LS27 7DN which is deemed to be LOW RISK . It was a household appliance that ignited. (we have discussed these too recently , please click here to read the article )  It was a family with young children and potentially was a disaster in the making.

 .

So three house  fires.................. two arson and one in a low risk area !

We can't help wondering why WYFRS are keeping Morley Fire Stations incidents under wraps .............could it be because in January 2014 WYFRS intend to turn Morley to DAY CREWING!!!!

FCCL are not advocates of day  crewing - for many reasons. The main two being

1. we can add up
2.  we can also interpret data  from oracle correctly.

we could add a third

TO ENABLE DAY CREWING TO WORK
YOU NEED YOUR CREWS TO LIVE WITHIN A
5 MINUTE RESPONSE RADIUS TO THE STATION.

SO ........ how many firefighters currently at Morley fulfill the criteria above  (we will give you a bit of help,
there are currently 27 staff at Morley)

Can WYFRS even start to contemplate shifting staff around to enable them to have a full compliment of staff living within 5 mins by 2014. Surely they will have done their home work,,,,,,,,,,,,,,,,,,,,,,

NOPE it seems not. Mind you neither have the labour councillors who sit on the LABOUR CONTROLLED Fire Authority.
Ed Balls MP

A few weeks ago Ed Balls visited Morley Fire Station along with several of the local labour councillors.  CFO Pilling sent a couple of his senior staff along to ensure that the  CREWS DID NOT TALK ABOUT THE PROPOSED CHANGES IN STAFFING. Simons henchmen failed miserably as Ed kicked off the conversation by talking about the IRMP and proposed changes at Morley. Apparently CFO Pillings henchmen got rather uncomfortable as when it was said that the fire authority had approved  the proposed system of day  crewing one of the councillors said "Oh No it wasnt !"  Apparently what had been discussed was  closing Morley and Hunslet and the construction of a two pump"superstation" at a site indentified near the White Rose Centre OR removing a pump at Hunslet and having  two one pump stations. Day crewing was NOT DISCUSSED.

Sadly we also hear that intimidation  and  a culture of top down bullying is rife at WYFRS, something we have heard time and time again but we sincerely hope that  crews and members of the Fire Brigades Union have the courage of their (correct) convictions and continue to fight these ridiculous proposals of day crewing.

Is Simon Pilling  seriously so blind and arrogant to think he can pull the wool over the eyes of the community of Morley?

As we said way back in December, the FBU, FCCL and the local community of West Yorkshire have driven a wedge of transparency   into the strangle hold  he seemed to have over the fire authority in previous years. We commend the crews and community at Morley and will do anything we can to assist them in their fight to keep Morley fully staffed and  24 hour operational.

Who in their right mind would want to add FIVE MINUTES TO RESPONSE  TIMES  ?   It's time to remind a certain CFO that he is the monkey NOT the organ grinder at WYFRS - he serves the community NOT the other way round.

We are sure the campaign to keep Morley  24 hour crewed will be featuring again in this blog ................... watch this space.

And finally, tomorrows post will be  around the subject of  a tape measure, 4 inches and a shiny new fire engine !  ( we swear you couldn't make it up )

Fire Plan Friday = Brilliant

One of our first tweeting lessons  was how to "follow" people.
And in following Derbyshire Fire and Rescue,
and learning how to re-tweet  we discovered this

and its so good we decided we needed to blog it on
a Thursday evening
so you are all ready tomorrow to create a fire plan for your home.
It is a website designed by

RED WATCH WATFORD
 in Hertfordshire

And to be honest you don't need to know anymore from us......... because it is BRILLIANT!

Click here   get the information you need to keep your home and family safe.

Its not often we suggest you should look at someone elses website but just click and go away, tonight you need to read THIS site from start to finish.

Fire Plan Fridays stat counter is currently at 935, I would love to see it much much higher tomorrow, Red Watch Watford deserve nothing less.

11/10 Red Watch  from FCCL

And don't forget if you live in West Yorkshire you can have a free

home fire safety check from

And the answer to the question is ..........

The answer to

The Ultimate Question of Life, the Universe and Everything

is usually taken to be

but today in a chic Leeds Coffee Shop in a Victorian arcade
(not that awful cloned shopping centre they have just built)
we had an FCCL  team meeting.

we have come up with the real answer to
The Question of Life, The Universe and Everything,

it's not 42 it is

We can't i am afraid at this moment in time explain
exactly what 712  pertains to (data protection and all that)

BUT

it involves many managers at WYFRS.
 (we have this in writing)

BUT

there is one manager we can name,

Assistant Chief Fire Officer David Walton

who knows ALL ABOUT IT

 - ask him nicely he might just tell you...........

his contact details are available  here

So What's New

So Whats New?

Well the Consultation Period is over (or is it?) . Following massive rejection of the proposals, WYF&RS have now watered down their plans  They can be found here->.
A report of the consultation can also be found amongst the agenda of the meeting due to take place on Friday.( It can be found here)  from Page 91 onwards - but we have copied the relevant pieces:-

SUMMARY OF FORMAL REPRESENTATIONS

4.1 The Authority received  seven letters/emails
(NOTE -Only SEVEN! -editor)
of support or indications of no objection to the proposals.  These were from West Yorkshire Resilience Forum, Leeds City Council Safer and Stronger Scrutiny Committee, Humberside Fire and Rescue Service, North Yorkshire Fire and Rescue Service, (What about South Yorkshire Fire Service?-Editor) Kirklees Council and two residents from Marsden and Morley. (Must be officers? ed')

4.2 12,037 letters/emails of objection/concern from individuals, groups or organisations were received - 1,309 being unspecific in nature.
Across the county
45% of these relate to proposals in the Leeds district,
22% within the Bradford district,
13% in Wakefield district,
9% in the Kirklees district
and less than
1% in the Calderdale district.
This contrasts to a total 2,999 items of formal representation received following public consultation during September – December 2011 regarding seven proposals to change emergency cover in West Yorkshire.
Wow what an increase! We at FCCL wonder why?

4.3 There was a volume of correspondence that opposed changes in the districts of Bradford and Leeds.  258 letters/emails of objection/concern related to changes proposed across the  Bradford District and  14 letters/emails were received relating to  changes across the Leeds District. The issues of concern are captured under the relevant proposals below.

4.4 Activity/responses relating directly to the eleven proposals was as follows (all figures  excluding responses by the Fire Brigades Union  and Fire Officers’ Association which are outlined at sections 4.15.1 and 4.15.2 below).

OUR FCCL RESPONSE IS OBVIOUSLY NOT WORTHY OF AN INDIVIDUAL MENTION!

It doesn't say, however, how many hits their web site had!
We suspect the reason is, is because this site had many more!

We do still have concerns about the way stakeholders were consulted! (See below).
ONLY 100!

3 CONSULTATION ACTIVITY
3.1 Approximately 100 stakeholders were identified for direct contact,  including Members of Parliament; district, town and parish councils; neighbouring fire authorities and emergency services; local representative bodies; external employer and employee organisations and voluntary bodies. Representations
were invited by 30 November 2012.

OK As we at FCCL Have already said, 100, in a county the size of West Yorkshire, IS NOT VERY MANY! and only an increase in 20 on last years!

Click here to see  What we feel consultation with Stakeholders should be all about!

In the article found here , it comments that-
"THOUSANDS of residents in more than 100 council wards across West Yorkshire will lose out on emergency response times if radical fire service cutbacks are carried out."

100 council Wards would equal 300 councillors!

3.2 In recognition of the fact that it was not possible to communicate individually with
all those who may wish to submit observations, the proposals were  also
publicised via the internet and intranet, the print (See the links here, here and here and broadcast media.
This year a consultation email account was provided and published to improve ease of
communication for the public.  In addition, a consultation email account and
hotline  was established in the  Public Information Office  for people seeking
further information and assistance on the consultation process and timetable.

HOWEVER WE AT FCCL STILL HAVE CONCERNS

The new proposal now suggest that apart from the removal of appliances from some stations, Garforth, Rothwell and Morley,
are down graded to Day Crewing!

Day Crewing is a duty system contained within firefighters' national
terms and conditions, however, any move on to this system is
voluntary, as it requires staff to live within  5 minutes of the station.
Firefighters are suitably recompensed with an on-call allowance,
turnout fees and rent/fuel allowance.  In theory, there are sufficient staff
living within the 5 minute zone at all stations proposed to change to the
Day Crewing system but further work is required to establish interest in
working this duty system.

What this means is that, apart from all the additional costs and implementation problems, (as above) which they haven't mentioned!

On an evening,
In MORLEY
There will be a delay of 5 Minutes before an appliance can attend if there is an incident!

WYF&RS Say- The response in the evening and at nights from
Morley would be delayed by up to five minutes compared to its current performance due to firefighters responding from home and therefore, in some cases, the wholetime shift  Hunslet fire engine would respond faster into Morley’s area.

This is actually worse than the original proposals!-

Councillor Robert Finnigan (Morley Independants) has already e mailed us and shown his support!

And NOTHING is mentioned about the time increase in the revised proposals for!
GARFORTH and ROTHWELL

Back in 2004 WYF&RS tried to downgrade Garforth to Day Crewing (see link here) (and here)
This is what happened then!
Article can be found here!

Victory for Public Opinion!

We at FCCL feel that these new proposals are once again subject to further public consultation and urge every one concerned to immediately contact their
Local Councillor
to demand that this now takes place,
BEFORE NEXT FRIDAY'S AUTHORITY MEETING

YOU CAN FIND THE LINK TO CONTACT THEM

Never Give Up

NEVER GIVE UP

is the FCCL motto (closely followed by  "Don't let the bastards grind you down" ) and this is  the message we would like to pass to our comrades in London who are battling the same as we are to save fire and rescue services from viscous and unnecessary cuts in provision.

Therefore we  would like to publicly send our support and solidarity to those who are fighting the closure of New Cross Fire Station in London. Seems they too are suffering from the fire authority preferring to do things behind closed doors  as this newspaper article demonstrates in the  East London Lines News

Paul Embery the FBU’s regional secretary for London  recently said .............

“The London Fire Brigade is a proud organisation with a fine history. But it is now facing possibly its greatest challenge. Its leaders must do the right thing and tell the politicians these cuts are wrong and dangerous. If they don’t do it, the FBU will.”

Does that sound familiar ---------  a little like  the West Yorkshire Brigade Secretary David Williams who was recently quoted  in The Guardian as saying............

"Firefighters are angry because these cuts will slow response times. Small fires will become big ones. In emergency situations every second counts, a few seconds delay can be the difference between saving a life or failing to save it"

So New Cross - your fight is OUR FIGHT
because Fire Cuts Will Cost Lives.

And to help you on your way we have sent you an email explaining how FCCL operates and how we run our very successful blog.  (which obviously we aren't going to publish but have sent to you separately)

And of course there are the mysterious coincidences of our campaigns .............. FCCL has Sam Hirst as one of its members - he is our photographer who took the picture on our front cover and also the ones we have sent to English Heritage for our application for Gipton  to be listed  AND Chloe Hirst his sister is based in London and is writing in East London Lines about the cuts in provision, and an example of her work can be seen  HERE

Then there is Eleanor Covell,  a student and resident of New Cross who is opposing the closure of New Cross who is the daughter  of our very own Sarah Covell. Seems it's a very small world indeed!

AND FINALLY

And because its Saturday,  and probably  just because we have learnt how to do it .................here is the FCCL motto in jigsaw form.

Can you reassemble it to create our motto?
In less than 2 minutes ....................  ?
(and BossHooch using the autosolve is cheating)

Because in Less than 2 MINUTES - THIS CAN HAPPEN

Employee Consultation

(Taken from article dated 21st Sept 2004 – Yorkshire Evening Post)

We saw on a previous post that one particular group of Stakeholders are:-
THE EMPLOYEES!

Whilst senior management are also classed as Stakeholders, they are only a small minority, However it seems that whilst the cuts to front line services are acceptable, there is a definite lack of reduction in the posts of senior managers.

The two examples shown on the Stakeholder blog give these as the reasons as to why Directors (Senior Managers) as classed as such!

Directors and managers - Salary, share options, job satisfaction, status!

And
Managers who are concerned about their salary!

Therefore would it seem unreasonable to suggest that they, whilst they are the ones who are planning the cuts, they are not happy about cutting their own positions?

LOOKING AFTER NUMBER 1!

The Employees are made up of frontline firefighters and support staff.
There has been a drastic reduction in support staff already, Staff such as Station Clerks, Cooks, Fire safety, and others have gone over the last years.

But the proposals recommend a significant reduction both this year and next, of Firefighters.
But who better to give an honest opinion of what the cuts really mean to the public.
The Fire Service managers don’t want The Employees to comment; instead they would like them to keep their mouths shut, and follow the (Bad) Shepherd –Simon, and his Flock of Mis-Managers!

We at FIRECUTSCOSTLIVES Say;-
llocks

Employees are Stakeholders and are entitled to their opinions!
They are Council Tax Payers too!

We at FCCL encourage them to make their objections known

What are Stakeholders?

What are Stakeholders?

That is a question that we here at FCCL Have been asking for sometime!

We would like to know how
WEST YORKSHIRE FIRE AND RESCUE SERVICE Determine who are their
STAKEHOLDERS!

We have already mentioned that in last years "Cuts" Proposals, They consulted with 80 Stakeholders regionally.

So we at FFCL Thought we would try to find out what is meant by the term

Stakeholder

Accounting - Introduction to Stakeholders

AuthorJim Riley  Last updated: Wednesday 24 October, 2012
Introduction to stakeholders
Let’s start with a definition of stakeholders, which are:
Groups / individuals that are affected by and/or have an interest in the operations and objectives of the business
Most businesses have a variety of stakeholder groups which can be broadly categorised as follows:
Main stakeholder groups

Stakeholder groups vary both in terms of their interest in the business activities and also their power to influence business decisions.  Here is a useful summary:
StakeholderMain InterestsPower and influence
ShareholdersProfit growth, Share price growth, dividendsElection of directors
Banks & other LendersInterest and principal to be repaid, maintain credit ratingCan enforce loan covenants
Can withdraw banking facilities
Directors and managersSalary ,share options, job satisfaction, statusMake decisions, have detailed information
EmployeesSalaries & wages, job security, job satisfaction & motivationStaff turnover, industrial action, service quality
SuppliersLong term contracts, prompt payment, growth of purchasingPricing, quality, product availability
CustomersReliable quality, value for money, product availability, customer serviceRevenue / repeat business
Word of mouth recommendation

Businesses have different types of internal and external stakeholders, with different interests and priorities. Sometimes these interests can conflict.

What are stakeholders?

stakeholder is anyone with an interest in a business. Stakeholders are individualsgroups or organisations that are affected by the activity of the business. They include:
Owners who are interested in how much profit the business makes.
Managers who are concerned about their salary.
Workers who want to earn high wages and keep their jobs.
Customers who want the business to produce quality products at reasonable prices.
Suppliers who want the business to continue to buy their products.
Lenders who want to be repaid on time and in full.
The community which has a stake in the business as employers of local people. Business activity also affects the local environment. For example, noisy night-time deliveries or a smelly factory would be unpopular with local residents.
Internal stakeholders are groups within a business - eg owners and workers.External stakeholders are groups outside a business - eg the community.
A diagram showing the different interest groups attached to a business: owners, customers, workers, suppliers, managers, the community
SO Here at FCCL, we would consider that WYFRS's STAKEHOLDERS would be:-

  1. Owners/Shareholders - They would be the Tax Payers of West Yorkshire
  2. Directors/Managers - Self explanatory
  3. Customers - The Public of West Yorkshire
  4. Suppliers - A difficult one to define! but Probably anyone who has an Interest in ARSON
  5. Workers - The Employees (an ever decreasing Number!)
  6. Lenders/Banks - HM Treasury
  7. Community - Same as Owner/Shareholder & Customers
WYFRS , in the -
FORMAL CONSULTATION PROCESS IN
RELATION TO THE SEVEN IRMP
PROPOSALS SUBMITTED TO WYFRA ON
9 SEPTEMBER 2011,
listed share holders as
  1. Members of Parliament;
  2. district, town and parish councils;
  3. neighbouring fire authorities and emergency services;
  4. local representative bodies;
  5. external employer and employee organisations
  6. Voluntary bodies
 REMEMBER-80!

Now considering that there are
  1. 17 MP's
  2. Approximately 370 Local Councillors
  3. Population approx 2.5 million
REMEMBER-80!

We can certainly see how well WYFRS carry out their consultation! or NOT as the case may be!!
PLEASE REMEMBER TUESDAY 13th November is consultation time in Marsden near Huddersfield
